for NA values we assume the worst possible circumstances for all 3 dimensions vulnerability, coping and exposure. While for coping and vulnerability this is fine, for exposure data we cannot assume the worst possible circumstances since the entire risk calculation depends on the exposure: no exposure, no risk (e.g. no river, no riverine flood risk) thus for exposure we have to assume that NA or 0 values certainly mean that there is no exposure or we dont have information about any exposure
second inversion not needed. is done by directions
exposure should not be estimated, if there is no exposure there is no risk == NA
